Bylaws for Cape View Elementary School Advisory Council Establishment of the Committee The committee shall be called The School Advisory Council (SAC). It will be composed of the Principal, an appropriately balanced number of teachers, classified personnel, parents and other community members, and any other personnel deemed appropriate by the team and elected by their constituent group. The group shall be made of no more than 49% school board employees, and at least 51% non-school board employees. The team will endeavor to maintain a balance of all areas of the school faculty on the Committee. All members of the team, however, represent the whole school and should keep that in mind when making decisions. Purpose The purpose of the Committee is to address issued which affect the entire school. These should include, but not be limited to, curriculum, discipline, management, staff, services, and maintenance.Committee Elections / Membership Their respective peer groups at the school shall elect council members representing teachers, education support employees, and parents, in a fair and equitable manner. Ballots will be made up for new nominees. The school community will vote by indicating approval or disapproval of these nominees. Ample advance notice shall be given for nominations of all interested persons in the following categories: a. Teachers shall be elected by teachers; b. Education support employees shall be elected by education support employees c. Parents shall be elected by parents d. The SAC may appoint within the school community. Vacancies on the Committee will be filled at the next regular meeting. Nominees will be made and seconded and a voice vote taken. Organization The committee will choose at its first regular meeting of the school year, a chairperson and a secretary. Meetings Regular meetings will be held on the second Thursday of each month at 5:30 PM in the Library. Notice of the meeting’s agenda will be posted at least a week prior to the meeting. In the event of a cancellation of a meeting, members will be notified. Other meetings may be held as needed with a three (3) day notice. A quorum shall consist of the majority of the voting members. A quorum must consist of a combination of at least three (3) non-school board employees and three (3) school board employees. The chairperson, or his/her appointee, shall conduct the meetings. Minutes of SAC meetings will be taken by the secretary. Agenda items to be addressed will include, but not be limited to:
All meetings will have a projected time limit announced with the agenda. Business not completed will be held over until the next meeting or handled at a special meeting called at the discretion of the chair. Meetings held at other times will have a time schedule established by the members in attendance. All members of the school community are welcome to attend all meetings as observers. Communication All minutes and agendas will be posted on the school website. In addition, a bulletin board will be placed in the community room. It will contain:
Non-Voting Members Business partners, student council representatives, county level personnel, and Southern Association of Colleges and Schools Chairman may be invited to become a non-voting participant in the SAC.
